Who qualifies in Lehigh Valley
- Open to all Lehigh County residents age 18+ regardless of English proficiency
- Work authorization required for job placement services; skills, English, and advising services are open to all residents
- No income test for basic career services
- WIOA-funded training still requires standard eligibility and priority-of-service screening
