Who qualifies in Lehigh Valley
- Lehigh County residents with a justice involvement history, including those under active supervision
- Justice involvement qualifies as a barrier to employment for WIOA priority of service
- Some clinical and CDL placements have statutory record restrictions — screened up front so no one is sent down a blocked pathway
- Selective Service registration issues are resolved with the career specialist, not treated as a disqualifier
